Delegate Shott  moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 174 –

A BILL to amend and reenact §24-2-1 of the Code of West Virginia, 1931, as amended, and to amend and reenact §24A-1-3 of the said Code, all relating generally to the jurisdiction of the Public Service Commission over motor carriers; exempting vehicles engaged in nonemergency transportation of Medicaid members from permit requirements; and exempting the transportation of household goods from the jurisdiction of the Public Service Commission.
